Further to KQU 3466 of 16.7.25, being an important matter, we would inform you about GOP, Ministry of Cmomerce Notification of Review Committee on National Tariff Commission (NTC) dated 15.7.25 (Attachment 283.1).
In pursuance of the directives of the PM communicated vide PMO's. F.20(30)/DS(EA-II)/2025, dated 14.7.25, for carrying out a third-party review of the overall functions and performance of the National Tariff Commission with the objective of providing institutional, administrative, legal and financial recommendations to modernize and transform the NTC, the following Committee is hereby notified with immediate effect:
a) Dr. Manzoor Ahmad
b) Dr. Mohammad Saeed Member
c) Mr. Shahid Bashir Member
d) Mr. Saifullah Khan Member
e) Mr. Shehzad Ata Elahi Member
f) Mr. Mazhar Bangash Member
g) Mr. Imran Mohmand DG (R&A) FBR Member
h) Representative from Pakistan Business Council Member
2. The Terms of Reference of the Committee are as under
i. Identify capacity gaps in the existing organizational structure (functions, mandate, performance) keeping in view some of the best international models of Tariff Commissions in the emerging/advanced markets economies.
ii. Suggest recommendations for the revamp of the organization to make it 'fit for the purpose' in supporting the current tariff regime, trade competitiveness and industrial development. Possibilities of technical assistance of WB and WTO may also be explored.
iii. Propose changes required in existing governing laws, rules and regulations of the NTC to enable it to function as a proactive and vibrant trade remedy organization.
iv. Assess requirement of data bases of prices/industrial costs and technical resources/software(s) required for trade remedy purposes and suggest the measures to procure these data bases/software(s).
v. Assess Human Resources requirements/ training needs of the organization to enhance legal and analytical capabilities so as to effectively handle trade remedy issues faced by the domestic industry.
vi. Stock take/examine the data of cases under litigation in high courts/ tribunals throughout the country and suggest a framework/mechanism to handle litigations effectively.
3. The Convener of the committee may include or co-opt any expert as per requirement.
4. The Committee shall submit its report within one month for consideration of the Prime Minister.
