POL, Gas & Electricity Quick Commentary - PGEC 282

 

I. Background: Relevant PGECs are in para IV, including PGEC 231, 227, etc whereby we predicted major increase and then minor increase / decrease vide PGEC 280 & 281, with certain exceptions as to major increase / decrease.

 

II. Updated Commentary

III. Saving of Millions: We hope that your entity would have saved millions by following our recommendation as per PGEC 231, 227, 243, etc ignoring minor changes (including US War on Iran into Gulf was indicated earlier).

 

IV. Kasbati & Co Views & Recommendations 

 

A. In our view, POL prices are likely to increase owing to about 1.2% increase in international crude oil prices at the time of first release of this QC, however, this may increase sharply in case of re-start of Gulf issue to some extent (like 2-3 weeks days ago to some extent). However, refer to para IVB and V.

 

B Having stated above in Para IV A, based on the matters stated in para V, we predict significant reduction POL prices in the 2nd week of October, due to PDL deferral for One year as per Govt Offer to JI as against stoppage of March to Islamabad and PM had agreed Mr Hafiz Naeem after returning from US and after returning has directed 5 Ministries (may be SBP too) to come up with JI Recommendations and Actions Plan to cover PDL Revenue loss coverage; and expected meeting 2-3 days, ISA. Hence, fill all the entity's vehicle tanks for about 3-4 days. We will keep our Subscribers posted like the matters in Para V.

 

V. JI & related matters

 

1. Federal Planning Minister Ahsan Iqbal (who heads the government committee on the PDL abolition, connected IPPs & 5 Ministries issues plus SPB policy rate reduction to cover revenue loss) contacted JI Vice Emir Liaquat Baloch on 6.10.26 and conveyed the PM’s message regarding the proposed talks. Mr Baloch has confirmed above and coordinate with the JI committee and finalise a mutually-agreed schedule for a meeting between PM and the JI Emir Hafiz Naeem ur Rahman Sb – Dawn of 7.10.26.

2. Minor Price relief is not the permanent solution. Only PDL abolition, with other Govt exp saving suggested, avoid corruption plus 4 matters etc, are the permanent solution. If PM does abolish PDL his promise by 7.10.26 - JI will announce way forward on 7.10.26

3. PTI, JUI & PPP did not objected to PML N PDL levy, when proposed & approved in the Parliament (National Assembly & Senate) and signed by PPP President

Owing to the matters stated in PGEC 256 and in trail TLQC 3708, there are likely to be reduction in POL prices anytime. Interesting Press Conference in Islamabad with details about Post Jamaat e Islami Technical Team meeting with Govt Committee on Monday 7.9.26 First Meeting. JI gave 6 major suggestions for 5 Ministries plus SBP, which are sent by Govt to relevant officials. Next meeting planned for Thursday 10.9.25. JI Technical Committee is available for support regarding the explanation and guidance for the six major suggestions.

 

PDL is rigorous Tax & be waived with justifications - High Level Expert of JI Technical Committee part Mr Nadeem Ali Baig Sb, CEO Alkhidmat

 

POL prices & Income of Public in Pakistan VS US. Top level Chambers Leader, Businessmen & Industrialist Mr Zubair Motiwala Sb also agreed to Jamaat e Islami Slogan to eliminate PDL

I. Background: This refers to PGEC224 about MS & Diesel price increase, as KC predicted. Have Your Entity taken benefit?? (b) PGEC 226 about HSD, MS, & HOBC price history

 

II. Shortage: As per a reliable source, there is shortage of Petrol & Diesel as evident from certain pumps in a far flung areas, which became dry (and may likely the same position in cities shortly). Moreover, most Distribution companies are either not providing POL or providing less than 50% of the pumps' requirement; likely owing to matter in para III or overall shortage in upcoming supply to Pakistan and International prices increase.

 

III. POL Prices Expected increase: Effective from 12:01am on 18.7.26, we also expect the increase in POL Prices in Pakistan owing to international, unless Government reduces Petroleum Development Levy (PDL) to counter the increase.

 

IV. Kasbati & Co Recommendations: Keeping in view para II & III, to minimise POL expenses, arrange to fill all the vehicles ASAP today and ensure POL therein in till atleast Saturday 18.7.27 evening. We expect likely rush at Petrol Pump from today or tomorrow evening
