Further to KQU 3632 of 2.11.25, being an important matter we would inform you about Video Extortion Gangs Seize Karachi Again, Threats, Bullet Envelopes, And Terrorizing Traders and Children (Attachment 136.1) as reported in Urdu Point.

 

A. Extortion Gangs Resurface in Karachi

 

1. Extortionists in Karachi are actively threatening traders with letters accompanied by bullets.

 

2. These letters demand large sums of money, often mentioning specific amounts or even cemeteries, and include actual bullets.

 

3. The threatening notes, with bullets wrapped inside, are being left in places like go-down locks.

 

4. The return of these extortion tactics is creating fear among traders and residents, with threatening notes and bullets being sent to the business community.

 

B. Resurgence of Extortion in Karachi

 

1. The discussion begins with the presence of numerous extortion notes and bullets, highlighting the scale of the problem.

 

2. It is mentioned that anti-extortion cells were established in Karachi based on the recommendation of the All Karachi Traders Alliance, with efforts from both police and Rangers.

 

3. Businessmen in various areas have received these threatening notes and bullets, which were then collected and reported.

 

4. Alarmingly, school-going children have also been threatened with murder, abduction, or being sent to the graveyard, raising concerns about their safety.

3. The Special Investigation Unit (SIU) of Karachi's Special Branch was formed to combat extortion, but its effectiveness is questioned due to a lack of technical resources.

 

4. An SIU in-charge, Farooq Aman, admitted that they lacked the technical facilities to trace the location of callers, making it difficult to act on complaints effectively.

 

D. Combating Extortion in Karachi

 

1. The speaker emphasizes the necessity of taking action against criminals.

 

2. Rangers have successfully controlled crimes like terrorism, kidnapping for ransom, target killing, and extortion.

 

3. If the Sindh government is serious about ending extortion, they should re-task the Rangers, as it would be easier to control now.

 

4. Many individuals who supported these crimes are now outside the country, making it difficult to trace their calls.

 

E. The Resurgence of Extortion in Karachi
